Orlando Collins, 19, was shot six times and killed by police while sitting in his car with his girlfriend and 17-year-old brother.
The gunman also took a 7-year-old boy and his girlfriend to safety.
When asked if the incident was a teachable moment, Collins’ father, John Collins Sr, said he didn’t know. “I have no idea,” he said. “He could have been taught a lesson when his mother walked up and apologized to the officers.”
The family plans to visit the scene later Thursday, where they plan to hold a candlelight vigil in memory of Collins.
Police said they are working with law enforcement from Florida and Canada to search for the shooter and arrest him.
